The River Walk exists because of a disaster. A flood in September 1921 killed roughly 50 people and caused major damage along the river. Architect Robert Hugman, who had grown up fishing along the river, proposed a design that turned the flood-prone waterway into a walkable, landscaped promenade with arched bridges and stepped entrances from street level. It was built as a Depression-era WPA project and dedicated in April 1941, and it's been expanded and improved multiple times since, notably after a 1960s push led by local businesses to modernize the walkway.
